In a recent game, I had no aluminum. Ze Germans did, but I really did not want to sell my soul to get it -- and since they were not even close to discovering rocketry, that was not even an option. So I did noticed that one of their aluminums was in a border square to me (that's what you get for not building cities in the desert). So I built a city on a neighboring square in my territory. The city was pathetic as it was 2 squares away from my old border city, but it did its job -- I got the resource square I needed on the next turn. A number of turns later, ze German city converted to me anyway. 
In another game, I was successful in getting coal with this strategy -- the coal was two squares inside enemy (again, German) territory. Took a few turns and a rush temple/library/universirty job, but I'd rather to that then sell my soul to ze Germans.
But then in my last game, I had no saltpeter, so I traded with the Cherokees (was playing on my America mod), build my cavalry, killed off the Sioux, and got my saltpeter.
