How to stop rival space race victory

I've got a rival civ who is approaching a space race victory while I'm trying for a domination victory. How can I stop his spaceship? In an earlier version of Civ, I remember that if you destroyed their capital, that also destroyed the spaceship. I'm playing Warlords - is the same still true? If not, any tips on derailing a rival's space race victory?

Think you're SoL in warlords, in BTS you can stop the ship by capturing the capitol AFTER launch.

Use spies or cut his production with military so badly he has no chance. In warlords/vanilla they win instantly if they finish the ship.

Capturing his capital is good. But if he's still making components and you know where, it may be easier to go for those cities and either capture them (probably easier than the capital) or destroy production there using spies. Cost you lots of EPs and don't expect one spy per city to be enough, otherwise cheap and probably not a cause for war.

Also sabotage copper & aluminum mines to slow production down on SS components along with the sabotaging the production of SS components.
