I was playing a monarch game the other day on a smaller map (I always used to play huge ones) with 7 opposing civs. I was the Egyptians. I got off to a good start, with a few cows and some furs right by my capital. The island I started on was very very small, in fact I only ever had 6 cities. I started off with a lack of techs, but I managed to build the Great Library. Once I contacted all the other civs, I received about 6 free techs. This helped ou the situation quite a bit. As a result of this tech gain, I was able to build Sistine Chapel before anyone else.

So I was just playing along for a few thousands years, watching enemies civs expand their militaries, and it dawned on me... how the heck am I going to win. I figured UN would be the way to go. So I started working my way towards fission. About 10 turns before fission, the Perians were getting on my nerves after years of demanding my territory map and 30 gold.:( . So I got a RoP with them, landed 24 tanks on their continent, and invaded and razed their capital with all its wonders. Needless to say, the other civs didn't like me too much at this point. When I built UN, I wasn't too shocked to learn that no one voted for me, but there was no majority so it didn't matter.

Then I decided space race was the way to go. When I started Apollo project, it was already about 1950, and the Aztecs already had 2 pieces built. Now I was getting worried. I used my 6 cities (all of them decent production), and started pumping out space parts as fast as I could manage. After a hellish trip, it was the year 2047, and the Aztecs were still leading the race. I was about the quite the stupid game when a screen popped up in 2048 saying:

YOU HAVE WON A CULTURAL VICTORY.

How the heck was this possible with 6 cities. Everyone else had at least 12. I'm thinking they spent so much time with military they didnt even build temples, etc...

One of your cities must have accumulated 20,000 culture points.

or, they simply took each others cities all the time, thus halting cutlure accumulation and keeoing culture buildings from getting the age bonus...

But with 6 cities its obvious that he didn't get the 100,000 win. He must have built alot of good wonders in a city and gotten 20,000 in the city. I too won this way on one of my regent games and I was surprised by the pop up as well.

I'd say because he only had six cities, so he wasn't much into wars and expansions. So had a lot of time to build wonders and stuff. Yes, probably a 20000 cultural points city, jam-packed with wonders. :goodjob:

I am willing to bet that the sisteen chaple and the great library were in the same city, and that is the one that won the game for him, am I right?
