I'd prefer to see a return from 20th Century to the Dutch golden age. A tulip-adorned polder is a must. The unit will most likely be naval - might be Watergeuzen, might be something else. The civ will probably be economy-oriented, given that the Netherlands oversaw some of the earliest rises of the middle class, stock market trading and, of course, had the VOC. I wouldn't mind if the Dutch had a little touch of culture, personally, given that the Dutch golden age also led to creation of very great amounts of gorgeous art.

The real question, however, is this - if Willem van Oranje returns as a leader, will he get his very chic pants he had in Civ V again?
