hydro plant

I'm playing Civ 4, all my cities have factories and I just discovered plastics, yet I can't seem to build and Hydro plants. What gives? Anyone experience this?

Those cities have to be adjacent to a river.

I knew that from Civ 3. I feel like a dumbass. Now that I don't need an aquaduct or have to be next to a river to grow past 6, I stopped worrying about it. I don't have a single city next to a river!

Being next to a river gives you a source of fresh water and a health bonus, too.

Also, an unpillagable trade route, with sailing you can use rivers and coast as part of trade network, or road networks for trade/commerce etc, but if broken by another civ's cultural boundries, the route is severed.
