I Can't declare war!

Having wiped out the two other civilizations on my continent - went for another continent - Ghandi-. He refuses to speak to me (thus I cannot declare war there); I try to invade his one city on my continent and the Modern tanks refuse to move to it. I get no message asking if I want to declare war either.

I have a large force in transports off his coast. I have tried moving marines into a small city and have tried to move units onto land areas. I get no "do you want to declare war" messages the movemnet icon turns red and i cant' invade!

What am i missing?

Hold down the <alt> key, then click on his name at the side of the screen. I had the same problem until someone told me this too

Wait until the 10 turns of the peace treaty you just signed have elapsed

I guess I should have told more... I was planning to conquer Rome, when Germany attacked with some archaic troops, and I crushed them all. I then moved my units next to Rome's border, and that Apostoic Palace council enforced peace between me and Germany. I didn't mind so I accepted it. After that I couldn't wage war with anyone. Seems I just need to defy all the stupid votes those old grumps come up with...

I am playing my first BtS game, and I have just encountered this "Can't declare war" message for the first time ever. I was never at war with either of the civs on my continent, so there was never an explicit peace treaty. I was in the process of an axeman rush when I noticed that I cannot declare war. Was there some implicit peace treaty signed as part of open borders, or trading techs? Thanks.

Yes they changed it so that
-open borders
-resource trading
-gold per turn
-demands that are being met
all result in a 10 turn peace treaty

Then how am I supposed to use my favorite technique of extorting some cash or a tech from a civ, and then declaring war on them anyhow?

WShat 10 turns, then go to the diplomacy screen, Active Deals and then cancel, the Peace Treaty. A bonus to this screen is that it will tell you how many turns remain in the peace treaty.
