I will start with the most general answer to the “It doesn’t work question” from the
When Civ1 doesn't work on your windows version... thread. I think you will find that it will solve all but the most oddball situations.

...use DOSBox!
It's a 486/DOS emulator.

Are you playing it with the original version or the box set one that has all versions? The original requires dosbox and the other one doesn't.

The box set that includes CivWin still won't work due to 64-bit Windows not including 16-bit support, which is required. Since the vast majority of computers sold in the past 2-3 years have included 64-bit Windows OSes, it's actually easier to get the DOS version working these days.
