my military gets disbanded because civ 6 states i can't afford them. I have a surplus, but my treasury is empty. Does anyone know what i am missing?

Did you get a warning or did you loose a unit?

I once got a warning because I had spent my complete cash on a unit/building and was at 0 Gold but had income of +100 or so.

i lost a unit, twice in a row. my income was + 50 or so.

Sounds like someone's siphoning your funds with a Spy. Put a counter spy on your Commercials Hubs.
