I had that mod that put oil in water... BIG mistake! If you have this onm turn it off before it's too late. All of the oil that appeared on my map was in the water so I got no oil on land! Is there an editor that can change resource positions in a saved game?
I need to edit resource positions!

Just use your Civ3Edit and open the Civ3mod.bic file for that mod you downloaded and go to the terrain tab and under ocean/sea/shore Ctrl-leftclick on oil in the resource so that its no longer highlighted.
After that just start a new game and oil will no longer appear in the sea
