I wish to make a scenario

To kep it short.
If sombody wish to create CIV3 scenario with preplaced citys, units etc etc etc.

What to do

Is there some sort of "Scenario CIV3 Editor" or some "remodulated" CIV2 editor ?

Currently no, though someone is working on one at this time. Im waiting in expectation of this considering it will probably convince more people to help me with my mod. If i could get another unit animator or two, id make some special units like Darth Vader and Darth Maul.

You can use Gramphos' CivMultiTool to modify saved games, so it works kind of like a scenario editor, though I'm given to understand that it's a long process to do. Also, there's presently no events scripting language like there was for Civ II, but I've read somewhere that Firaxis is supposed to be adding such an events editor--however I don't know how accurate this information is.
