Those of you who played Civilization 2 back in the day either hated or loved the "Consult High Council" screen. There were five advisors; military, science, financial, foreign and culture, who you could ask for advice. Back then it was trendy to use live-action video in computer games, so these advisors were played by real actors.
The feature was quite useless in reality, but I liked it. I thought it was funny when one advisor insulted the other when they disagreed or when they started yelling at each other during anarchy. I was reading the Civ 2 article in Wikipedia when it occured to me: I would like it very much if somebody modded this feature into Civ4. I think it would require converting the video files and building python code to handle the logic. I might even try this myself.
If you have Civ 2, the video files are on the CD in the VIDEO directory. I've also attached some samples of the advisors from different ages (there were three ages in Civilization 2).
