You start with Washington - after 30 turns, you can choose which president you will play next (Lincoln, Roosevelt, Andrew Jackson, Jefferson and so on). Not all presidents, but just the most representative for that civilization (you can consider historically or even combining those best mods like JFD's Roosevelt as well the mod for James Folk, which I consider an excellent mod)
