Idea to improve coastal cities

So it seems to be that coastal cities are pretty weak right now, given that districts are so important and coast tiles are pretty low-yield. So here's my suggestion for a bit of a buff.

Fishing Boats improvement can be built on any coastal tile, and ocean tiles with cartography.
Fish bonus resource name changed to Tuna. Just for flavor.
Exploration Civic adds +1 food adjacency bonus for each fishing boat improvement that is next to another.
Scientific Theory adds +1 Science to Tuna, Crab, Pearls, and Whales.

That sounds pretty reasonable. Personally I find way to many coasts with no fresh water, being able to super farm the ocean would be a nice consolation.

As a frequent English player and using mostly coast, any advantage would be great. The fresh water is a pain but its also a reality. My mum lives by the sea in a place with no fresh water and they have lots of shortages limiting the size. Still a pain for me but other that the fresh water I find coastal cities fine and I really cannot see everyone's fixation with using all those hexes.

Instead I have 15-20 coastal cities making mediocre populations but overall huge and so lots of science, often with only one campus. Only my central cities have industry and entertainment. I just have royal dockyards, commercial districts and Theater squares. (ignoring religion completely from word go) I liked Civ 5 religion, civ 6 is too many foreign units. My only real pain is so many trade routes are a significant issue if you cannot know where they last went. Gotta be fixed as I think its going to stop me playing soon.

I play only on emperor as the higher levels I think are broken. I never loose against the AI so I see no issue with coastal cities currently

couldn't harbour buildings increase tile yields, like civ 5? The best map for England is inland sea and the god of the sea pantheon. Inland sea there's an abundance of sea resources on coastal tiles.

Don't need settle on the coast. Settle in fresh water or next to mountain, have coast tile in 2nd or 3rd ring, and build harbor district. This way, you can build all naval units and wonders with high yields tiles on ground.
Only exception is when you need to scout fast in island maps. But still, just need 1 city to pop galley early, then slowly building up cities to coast is enough to utilize sea.

Yes and that's a pity. Maybe add a major adjacency bonus for the harbor district when next to the city centre and a "Wharves" building for coastal cities: built in city centre and adds to trade route yields. Hmm I may feel my first civ6 mod coming up...
