CIV 3 needs some major improvements to this area of the game. Whats so exciting about clicking a mission and a split second later it tells you if you succeeded or not. A lot of people don't use spies at all and maybe thats why. So here are some of my suggestings they could add later and you can give yours.
-spys are now built like city improvements and have thier own advisor page.
-They do not move like units but stay in the city they are built (so they can counter spy) unless restationed elsewhere
- They gain ranks with completed missions and you can rename them, so you can have your own spy code like 007, 008 etc.
- there is a cut sence that shows your spy attempting his mission and weither he completes it or gets caught (to build suspence) or you can disable this option.
-if captured you can negociate a trade or act like you knew nothing about it.
-New mission for elite spies: Impersonate Governer-take over city by mearly winning the cities trust with a spy over a period of time (less costly than propaganda).
