If you get a city as part of a trade deal, you should be able to liberate it

So I declared war against Egypt, who was being a bully with city states. I got one of the city states as part of a trade deal, but I wanted to reduce my warmong . . . er, grant freedom to the people of Hong Kong.

Players should be given the option to liberate without having to blow a hole in the city you wish to liberate.
 
You get less warmongering if you liberate city states?
Warmongering at the moment feels very broken. I made a surprise war against monty in the classical era to steal a lonely settler. Next turn I was denounced by 8 of the 10 civs I had met, where 1 of them had just ended his denouncement against me after a short war, and the other guy was monty. What would happen in the modern era, instant wipeout with a nuclear solution?
