Illians world spell

it is not usable for player, but AI just used it....

how can i migerate it. i don't want to start a new game without world spell.

I believe that in order to use the Illian world spell one must research a specific tech. Perhaps Priesthood or Philosophy? I can't quite remember.

I don't remember the requirement for Stasis either but I have used it as the human player.
