I'm trying to win a tech victory, but I have not Aluminum. HELP!

As far as I have looked, there are only two sources on the map, both owned by a civ that is too powerful to invade, and isn't willing to trade.
 
Check with CivAssistII and look at the resource locator on the Miscellaneous tab. See if there are other sources that are just hiding from you. If not, figure out why the other civ won't trade. Do they not know the aluminum is there? Teach them rocketry. Are the resources not connected? Send over some workers to connect it. Are they trading it to someone else? Drag them into a war to break the trade deal. Can you just not afford it? Put your tax slider to 100%, change scientists to taxmen, maximize commerce by choosing tiles to work and hiring taxmen, sell whatever you can to other civs. If your aluminum bill isn't something you can afford to pay, start your spaceship parts and then break the deal. Obviously, don't do this until you have all the required techs, so you can start all the parts. Prebuild using something else in the mean time.
 
Crap. I know what it is. It's not that he won't trade(a noob mistake on my part), he doesn't have rocketry yet. I don't particularly want to get him there(he's around electronics at the moment), to negate competition, but it looks like I have to. I could get a leg up in the meantime.
 
Wait, you are in the modern age and he is far from it and he is too powerful? He does not have anything that can deal with ToW and not suffer. He does not have army units, so the most he can have is numbers.

Given how poorly they use their numbers, an empire with rails and a dozen artilley can handle at least three times is force. If you have a few cav armies, you can soon push back hard, after you gas them.
 
It'll be close, but i'll feed Gilgamesh a few techs, which increasing my science rate in the meantime to get a leg up before he can attempt to build the apollo program, which I'll already have shields stored up for.
 
Click on "Go Advanced", then "Manage Attachments", then "Browse", then put your save in, then "Upload', then "Close" the manage attachments window, and then "submit reply".
 
how far away is he from you? i would attack a border city of his that has the aluminum than sign a treaty.
 
Okay, I teched Sumar rocketry. It was a bit excessive, but at least I have this taken care of.
