The number of Civ4 suggestions posted so far is quite overwhelming, and would make for an incredibly complex (and probably more difficult) game if even a fraction was implemented. As a remedy, someone has always seemed to mention making a particular feature a "toggleable option" or having a "complexity slider" at the setup of a game. If such methods are used, I think we would end up with enough options to have many difficulty levels without even concretely specifying certain levels as "Chieftain" or "Emperor."
In addition, I think the popular alternative--having the AI be "more powerful" or "smarter" at higher difficulty levels--might be trickier to program, since different people probably view different AI abilities to be "more difficult." Therefore, perhaps there should be one standard and powerful AI, but different mixes of settings to determine difficulty level. Players would not only be able to "customize" the difficulty level for what they want to play ("Emperor" is probably not equally difficult for everyone), they might also be able to customize the kind of game they want to play, by setting certain features to be advanced or basic. This could satisfy builders, warmongers, or those in between.
Of course, all of this depends upon the specifics of what these options and "complexity levels" might be, but this is just an idea that my mind came across, and I really have no idea whether even this concept would work. Any comments or suggestions are encouraged!
