Impossible city connection

Attached is a multiplayer save, the only example I have.

Player 1 is African Union. The capital city of Magan is on a coast that turns out to be a completely enclosed inland sea. The city of Thabo is to the south, on an outward-facing coast, with no possible route to Magan. There is no road connecting to Thabo, but Thabo is getting credit for a city connection.

I had some similar issues, even though I was not completly sure if I was missing something or not. Seems to me like there are some bugs with city connections, but might be some weird reasons I overlooked.
