because your religion isnt established in those cities yet.
and your capital might be the only city with the religion and it might already have one

1. Your religion has to be the majority religion in the city (at least half the population as followers)
2. You open the city screen and press the Purchase (Gold / Faith) button. The Mosque should be at the very bottom of the buildings list.

Did you choose the Mosque belief? I couldn't see your second follower belief. You have to choose it in order to be able to build mosques; it doesn't come together with the religion.

If it's not there, you don't have it as a belief, or you don't have your religion as the majority. Islam doesn't "come with" a mosque on its own, any religion can choose Mosques, Cathedrals, or Pagodas as a belief.
