I was a bit surprised I didn't find a bug report on this, because it's a known issue since before the current patch 1.0.0.38, which still includes the bug.
Happily, there is a workaround without which this bug would have been catastrophic.
I host an Internet private game with a fellow civ'er and starts it normally, plays any number of turns and saves the game to a named game slot.
When entering the internet lobby for the saved game, everything looks alright and I can click my ready button. However, my fellow civ'er can't join the game. He can click "ready", but his "ready" status never reaches my client, so I will never see that he is ready nor will I be able to get the game started.
