My first game, war against the Romans, I took the capital. 
But since culture resets to 0 upon capture I had very little territory to go with the town. A few turns later I got a Great Artist. Cool, I thought, let's create a Great Work and I'll take a big bite out of the remaining Roman lands.
I did it and ... nothing. Zip! Nada!
After reading the manual, I think it turns out that the city was still resisting, which prevents it from producing anything.
Would be nice if there was a warning or something. It was slightly bone-headed in retrospect, but this is a somewhat obscure "feature" that even a culture bomb falls flat if a town is resisting.
