My first game, war against the Romans, I took the capital. :)

But since culture resets to 0 upon capture I had very little territory to go with the town. A few turns later I got a Great Artist. Cool, I thought, let's create a Great Work and I'll take a big bite out of the remaining Roman lands.

I did it and ... nothing. Zip! Nada!

After reading the manual, I think it turns out that the city was still resisting, which prevents it from producing anything.

Would be nice if there was a warning or something. It was slightly bone-headed in retrospect, but this is a somewhat obscure "feature" that even a culture bomb falls flat if a town is resisting.

The resistance was not the problem. Actually, artists creating great works end the resistance. I think that the Romans' other cities were just very strong culturally.

You dropped a culture bomb in the middle of maybe 4 thousand years of Roman-culture-producing territory.
No surprise it did have little or no effect.
It should have added some 4000 culture points (check it in city panel) but every tile of that territory probably had 20000 or more...

If you hover with your mouse over a map tile, you will have informations ion that tile culture. For example "56% Roman".

Another ting: I tought dropping a culture bomb reduced unrest time or totally remove it! Are you saying that Your city is still revolting?
