Improving AI city placement

I play with a minimum city range of 5 and the AI especially early and midgame will still place cities in the most random of places often without fresh water just at 5 distance.

Late game, it often places cities a bit better when it does settle (for example after half the map has been razed)

In Civ V, this was fairly easy to mod via GlobalParameters as resources within city rings 1-3 could be assigned specific priority values (fertility) and I used to place more emphasis on ring 3, followed by 2, followed by 1 which gave the AI often near perfect settling spots, close to what a human player would do.

In Civ VI, these values have gone from the xml file, although a few fertility markers remain (tweaking those have minimal effect except on starting city placement). I would really appreciate a mod to improve AI city placement (so I don't end up razing all cities and resettling a few tiles away) or some pointers towards where the values are hidden now.
