Improving coastal cities

To "help" improve coastal cities it will be a good idea that this cities could build "High fishing fleets"
that will fish up to 20 hexes from the coastal city base and send back food and gold or production to its base city (always coastal). I think this will not only improve the atractivness of building cities in the coast, but also reflect conflicts over high seas resources (also the need for naval units to protect the fishing fleets) like the ones in the china sea we are witnessing today.

I like this idea. Sea tiles give so little food (even fish tiles only give 3). If coastal cities could fish further out (and collect many resource tiles), that would be a good incentive to build them. As it is, water tiles are about as useful as desert tiles.
 
I agree.
In real life the biggest cities of the world are almost all next to the water/ocean.

So it makes a very good sense for Civ games to emulate that.

Fishing should give big boost to food and growth.
