improvments stay forever

did you ever encountered the following situation:
you raze citis that you have conquered from an enemy howerver the improvments stay and dont disappear, what does the AI? settles this area and forms new cities in areas you already cleared and his cities enjoy the improvments of the old city.

i would think that improvments that are not maintained for a few turns (or are not in any borders) will disapear. what do you think?
