Well I just went though a nightmare of a time trying to find a active link to this Indio Codec so I figured I'd post the link of where to get it. DO NOT let Civ2 install it's version of the codec. This actually worked on my XP Home pc but created major issues on my XP Pro pc.

Once I deleted this above mentioned file (ir41_32.ax), I was able to install the codec and I could then view the videos and the famous High Council.

During the install, you may be told you've got a newer version of the codec and that the newer version must be deleted before the older one can be installed. This new file is called ir41_32.ax and is located in the Windows/System 32 folder.
Once I deleted this above mentioned file (ir41_32.ax), I was able to install the codec and I could then view the videos and the famous High Council.
