install and uninstall problems

somebody messed with my computer and uninstalled bts. Was unable to reinstall. civ4 was not uninstalled i think but cannot play or uninstall. When i try i get an error(-5004;0x880041f42) has occured while running setup. complete error message isError Code: -5004 : 0x80041f42
