I have no idea about that mod in particular, but there are two things you need to know.
First, the game has released two major patches: one in December, the other on March 1st. Any mods made before one of these dates are likely to be incompatible with people playing after those patches are installed. That text key error is a good indicator of this; it's a pretty common result of using mods made before the March patch. For this reason, it's important to only use mods that are still being actively supported by their creators, which generally means they have an active thread in the Modpacks or Mod Components subforums of this site. (This is, of course, the only site that really matters.)
Second, you'd generally get a more accurate response if you posted in the specific thread for that mod.
Obviously, these two are related. A quick search shows that there are two Ice and Fire mods in the Modpacks forum, but neither has had anything posted since February, meaning it's very unlikely that they were updated to be compatible with the most recent patch. Chances are, the people who made them stopped playing Civ5, or at least stopped caring about their mods.
If you REALLY wanted to, you could try to make outdated mods be compatible with the newest engine by re-building them and editing as needed. But that's a lot of work, so most people just stick with the mods whose creators are still keeping them compatible with the latest game changes.
