I agree with you one hundred percent on that one Vlad. But perhaps on a scale that is based still on 100, but we actually use up to about say 50 or 60. Nukes will still be 99.

In civ two the highest attack power is 18 w/ hitpoints. I second a change, a larger spectrum means more specific unit damage. Apline troops, Riflemen and Dragoons all attack at 5, instead there would be a 6, 8, 9, separtation including appropriate hitpoints.

Another option could be to use the Firepower factor more. The only thing with a FP of more than one are some of the Modern units. Perhaps the Gunpowder units should be FP 2 and the modern units FP of 3 or more. That, combined with the hit points, would make gunpowder units considerably more powerful than the Sword and Spear units, but without changing the nature of combat.
