The AI does know how to sacrafice it during competitions.
I also believe it actually DOES know how to use Soothsayers, but it only tries to use them during war time because they are meant to be used offensively, the only time they're actually useful is for Forest Fires, Blizzards and Dust Storms, as they passively grant yields (which other self-made disaster's don't).
