Is "Difficulty scaling with time (AI gets more bonuses with later eras)" doable?

Well, what title says. I'd like to add a new difficulty which gives AI no bonuses at all at first, and then gives increasing bonuses either per Era or per number of turns (scaling with game speed). It doesn't need to be "official" difficulty (though that'd be perfect), it can also be hidden bonus to all AIs scaling with time and then the mod would be balanced only with the chosen "official" difficulty of Prince. The most important part is the scaling bonus itself.

Can something like this be done at all, from technical point of view, without .dll modding? If yes, any general suggestions how?
 
There is another mod called 'Persistent Difficulty' which actually works well as-well

Only gives AI bonuses to food, production and gold. Nothing else.

The food bonus is huge in that it makes the AI much more powerful late game. It basically allows every AI to 'Snowball' with many large cities with lots of districts.

It isn't perfect though.

Smoother Difficulty looks great but it has to be incompatible at this point since it hasn't been updated in over two years. It would be cool if someone would come out with an update for it!
