Is Genghis's agenda accurate?

It says he builds a strong cavalry, likes civs that DON'T build a lot of cavalry, and dislikes civs that compete with him for cavalry strength. I tried playing into this - I built just one horseman for a CS quest and later disbanded it.

Now, he never denounced me, but the messages he sends seem to clearly be taunting because I don't have a strong cavalry. Is the agenda worded incorrectly?
 
If he's saying your cavalry is an embarrassment, it's a positive reaction.
 
If this was his response then you got the positive reaction.
 
There are several messages I get where either I don't understand what it means or the statement they make is clearly false (sitting on 5K, +180 gpt, "You're headed to bankruptcy!"))

And doesn't Shaka dislike you before it's even possible to form Corps and Armies?
 
It is kind of misleading isn't it?

I never had a problem understanding it. Pretty much every leader in the game has a pretty angry/salty expression if you go against their agenda. Except Jadwiga's but that one makes me want to punch her so I guess that works too....

His quote is kinda mean even when you're meeting his agenda. That's what's misleading.

Yea, I get it. He's pretty much laughing at your weakness, which would inherently be a bad thing, but really, he prefers it when you're that way. I didn't get too thrown off by it but it's easy to see how it's misleading.
 
That was one of them - the other had something to do with calling a scrotum on your head a helmet.

I always liked how his agenda directly ties-in to his unique abilities? Have a lot of mounted units? I'm gonna snatch 'em up!

A couple of other leaders agenda synergizes with their unique abilities as well. Chandra Gupta comes to mind.
