Is it 1.17f's fault or Monarch's fault?

I started playing Civ 3 on Monarch (GOTM) and when I went to war, I found I was NOT getting nearly as many upgrades to my units. I also just got the 1.17f patch to play the GOTM. Did 1.17 lower the chances of unit promotion, or is it that I am on a higher difficultly level...or is it just America's bad luck?

Promotion shouldn't matter directly due to level, except in the sense of not having time to build barracks, facing more enemy units so losing more, etc. The only thing that matters is winning combats -- and luck.

BTW, GOTM5 is a real bear, not a typical Monarch level game because of the starting position.

If you normally play a militaristic civ....they'd get more promotions.
