From what I can see, the "free promo" modifiers existent in the game are the Terracotta Army (gives free promo to ALL units you own upon completion) and what the Okihtcitaw has (it's a unit ability).
What I want to know is if it's possible for promotions to be granted to units if they are built in a particular city with a particular building present (e.g. the Military Academy).
Basically this would mimic the functionality of the Barracks line buildings in Civ V which gave an EXP bonus that was usually enough to get a promotion or two.
