Is it possible to Mod Civ5 to work like Civ4?

I love the updates and multi-core ability of Civ5 but still feel like Civ4 was a better playing game.

Is it possible to alter some of the core gameplay of Civ5 like having multiple units per tile?

I had some other ideas but wanted to know how deeply the mods could go.
