Is Selective "Always War" Possible?

Hi everyone,

Short version:

Is it possible to mod the game so, that all civilizations are divided into two or more groups, so that "always war" is enabled between the groups, but not within each group?

Further explanation:

Having played Civ5 extensively, I've been looking for new ways to set up the game to spark new excitement.

I noticed that enabling the "Always War" setting resulted in quite the different experience, having to beware surrounding enemies at all times.

Constant war can be fun and challenging, but the unfortunate downside is, that it practically removes some areas of gameplay, diplomacy being the most obvious example. Trade is handicapped too, and as a result also religion and culture are affected.

So, back to my question: is it possible to have both, constant war between some
civilizations, while normal diplomacy is enabled between others?

For example, if there are 10 civs, a group of 5 would be in "always war" mode with the other group of 5, but each group could handle diplomacy normally among one another. In other words, selective "always war".

I have a nagging feeling, that while this would be a fairly simple setup, the game isn't built to allow it. But I know very little of modding so I don't really know, hence I'm here asking.

You could always mod their leaders to have ridiculously high tendencies to declare war on other people (think Montezuma on crack-cocaine and in a drunken stupor ;) ).
 
I just realised I posted this on the Civilization IV forum, even though I was talking about Civilization V. Sorry about that, I seem to lack in perception.

Can an admin kindly move the thread to the right forum and save everyone from unnecessary confusion? :)
