Where are you testing pressure? The HC's doubled pressure is felt in neighboring cities, not the HC itself. So a nearby city that was experiencing 18 pressure (6 from the capital and 2 other cities) should jump to 24 (12 from HC and 6 from each of the other two cities) when the Grand Temple is done.

These numbers don't make a lot of sense. Are you playing marathon? What enhancer did you take? It is potentially misleading to check pressures that many turns apart, since a city that was exerting pressure early on might have flipped to another religion in the meantime.

You do know that on Marathon, a standard city from the average religion only causes +2 pressure, right? (1/3 of the +6 pressure on normal speed). So if you double the pressure with the Grand Temple, that should only result in an additional +2 pressure, which the neighboring city seems to display....
