Is the Tower of Mastery easier to build?

What's this? Magister Cultuum is wrong? Well, there goes my faith in any sort of ideals, meaning, or purpose in life. Anyone have any resources on absurdism? I need a new philosophy to fill this gaping hole in my soul, and that seems like a good alternative.

I mean, really, I posed that question on the trivia thread a month and a half ago! What happened to your memory?
 
I just want the completed tower to do something. I know a lot of people only play conquest games, and if the alter has an effect after it's built, i think the tower should to.
 
I'm thinking I'll make the Tower of Master grant a free Channeling III (but not II) promotion to all adepts built there (maybe applied to units in the city?), so Mages (but still not adepts) would be allowed all the Archmage spells without upgrading (although upgrading would till let you get some free promotions a usual).
 
The problem I have with this, is that the AI would probably never take advantage of it.
 
The AI will be dealt with in Ice, but the team has to get everything else done first (as someone posted earlier, imagine what would have happened if someone had spent a month getting the AI to choose between Mages and Conjurers). We can assume that the AI will eventually be taught to use magic, and in that case there's nothing wrong with the idea that they'd know how to use Tier III mages (it'd be no different from Tier III archmages, really).
