Is there a penality for captured bases?

Well, simple question. I remember to have heard some rumors along this line. Anybody knows more?

You get a highler level of drone activity at one for 50 years, also, I believe, higher inefficiacy for that period. You can tell when the period is ended when the base graphic on the map changes for the former owners base design to your own.

50 years, wow. Almost two generations. Those folks have a mighty long memory - or a Morgan enhanced life-span.

Does the 50-year penalty apply to AI-factions too? And is it different depending on what level you play at?
