Is there any hope for IGE (in-game editor) for Civ6?

As the title says, is there any hope?
It was my must-have for Civ5 and it's even more important in Civ6 since city states' units run around like dogs in heat and tend to stop in the most troubling spots. I had to go to war with city states just to remove their slingers from narrow passages or from nice spots for funding new cities.

I would really love to see that too. My guess, though, is that if and when that happens, it won't be until after a WorldBuilder is made available by Firaxis.
