In civ 3 friendly units in forts fired upon enemy units that moved from one adjacent space to another adjacent space. I would like to incorporate this into civ 4 and hopefully not only with fortifications but with all units. This may reduce the effectiveness of rampant pillaging.
Does anyone have an idea how this can be modded. I have searched through the xml files and I don't see any values that will change this. Will this need to be changed in python?
