He has more units than that! Look at the screen, hes scrolled down all the way. It even says he has 187 total units. Most of them can probably be seen if you scroll up!

Right; he has 187, but he can support well over 600. He should have more units! Alternatively, he should be in a different government. He's squandering the principal advantage of the government he's chosen.

The majority of my cities are recently captured ones plus a lot are in the desert, tundra, plains or other unproductive land.

I have just started playing this mod. Two things that I've noticed are different then standard civ...

1. I've found no way to build settlers (I'm playing as America).
2. I do not believe you can change governments.

It's a nice mod, but the computer takes a LONG time to chew on it's turns. It takes about an hour for 1 turn. 15 minutes or so for me, the rest for the computer in "please wait" mode.

In the future, when you post questions about a game, it would be helpful to state in the opening post that you are playing a mod and what mod you are playing. Otherwise, people waste their time and yours trying to help you based upon knowledge of the epic game which may not be applicable to the particular mod.
