Is this island unique?

Standard fractal map, so 8 civs and 16 city states. I had discovered the tech that allows embarkation across oceans and went out to discover other land.
One thing I found is this island, 15 tiles big and with a luxury resource. Nothing remarkable about the island itself, except I had expected a 10 out of 10 chance there would be a city state on an island like this. There wasn't, to my pleasant surprise. Now I'm gonna settle it.
Anybody else found a nice island like this without a city state?

It depends how many city states you have! Even on a regular map with regular city states, I sometimes find islands big enough for several cities left completely untouched by city states!

Though that is a nice island. I always forget just how awesome fish are as a resource. With the right buildings/wonders and a work boat they can end up at something stupid like 5 food/3 gold/ 3 production tiles by lategame!
 
It certainly looks like there ought to be a city state on that island, what with all the fish, atolls and a lux, but I have seen similar islands before on archipelago maps.

I once found one with two luxuries, an iron deposit of 2 iron, and later on it turned out to have coal too. It also had three hills and three forests for production and two fish. I couldn't believe my luck when I found it had not been settled by any AI or city state. Needless to say I nabbed that island ASAP. It's amazing how reluctant the AIs seem to be to leave their starting landmass sometimes.
 
When playing maps with a lot of islands i often find islands without city states and that is playing with max number of city states. I regularly even see quite large islands without them that could house 3 or 4 well spaced cities.

In one of my resonably recent small continents maps i started on a medium size island with one other civ and no city states on that landmass, the closet one was just off the coast where i could see their border at the edge of the unexplorded fog and i couldn't contact it until i discovered the embarkation tech. Again this was with max CS's
 
I just finished a standard small continents game (Immortal, standard time). Ended up I had no uranium at all, but discovered two small islands with uranium & no CS & no AI cities. I settled on one of the islands with 4 uranium + a lux resource + 2 sheep + 1 cow + a couple of fish.
 
That looks like a pretty good find. I would say no, the island is not unique. I often come upon little islands like that with no city states.

Ironically enough, in this game I was actually looking out for some remote city states. I had a well filled bank account and wanted to splash some money. I'm Arabia, you see, interested in investing in foreign football teams. ;)
I guess I'll have to settle for a new town, generating me even more money.

I've had a couple of experiences like this :) (on continents)

Once Egypt got jealous and tried to take it from me. They had 3 times the military, but they'd always send one weak unit at a time. It was a little sad.
