Is Washington's UA working?

I have no idea what the cost of tiles is supposed to be, but it seems like they aren't much cheaper then in any other game I've played with any other Civ.
Maybe someone with more experience can check this out and see if it is working.

The normal cost to purchase the first flat tile is 20; I started a game with Washington and his base cost was 10. It appears the 50% reduction is working.

So the tiles that are now 150g to buy would be 300 for any other civilization?

Something I thought of is you probably buy more tiles when playing Washington. More tiles means costs ramp up faster than other civs. Even though the overall cost is actually lower, purchasing more than twice the normal number of tiles makes the cost of a new tile higher.
