I made this by hand from empty ocean!
It's a labor of love- feel free to use it in a cool Japan scenario. I think what's truly special about civ III over the other games is the ability to create your own game and really get under the hood. It gives civ III this incredible life and the options have, in the 25 years since it's release, become practically limitless.
