Reworks combat stats to be bigger (1-1000) to prevent rng stupidty, and also adds units from the various scenarios, as wel as some things I thought up. Adds 2 new gov types. One is constitutional monarchy which is a compromise between, well, democracy and monarchy, and anarcho-commune which is absolute ****. (It was super op and the ai used it too much so i had to nerf it).

How does the Civ3 rng work anyway? One thing I noticed is that not only is it very random, but wins and losses come in streaks. The more a unit wins, the chance to win the next time becomes even higher. Same goes for the losses. One example that even on lower difficulties, if your unit loses health at all, the barbarian is probably going to kill your unit.
