Here is something I am trying to figure out. I am playing a hot seat game where I am controlling as every available civ in the game (all 19 from the start). I guess I am trying to get to know mechanics behind every civilization...
Is there any way to summon either Infernals or Mercurians and control both summoned civ and the summoner (both Sheaim and Infernals for example)?

Welcome to FFH2 addiction!!! A warning - it is uncurable!!!

for infernals you must research "infernal pact" tech - but for it you must sell your soul to ashen veil first.

For Mercurians - with tech "fanatiscism" - you can build mercurian gate to your noncapital city. But... your new playmate takse over your city with mercurian gate.

Usualy you cannot control both, however in multiplayer a new player can join in and take over the summoned civ, i dont know exactly how hot seat works but if you can join in as an aditional player you should be able to take control of them.

There is an option to leave couple of spots open in multiplayer while creating a custom multiplayer game. In hot seat games however only options are: Human, AI or closed.
I never got so far in my hot seat game to summon either of additional civs so I don't know yet what will happen when they enter the game.
But I really do not want any AI in it, other than maybe a few barbarians...
