Kuriotates settlements.....forced buildings?

First time playing with Cardith Lorda and i'm experiencing some troubles playing it.
On Dawn of Man text it's said that conquered cities become Settlements, so one of Cassiel cities revolted to become one of my cities but instead of becoming a settlement it become a full city with a city hub inside.
My biggest problem is anyway that trying to rush for the CotD, in my Settlements i'm forced first to build Monuments which are nearly destroying my economy and as soon as monuments are built i'm forced to build City hubs.
So in some of the settlements which i created just to grab some resources i'm now forced to build city hubs so i will soon reach the limit of 5 supercities.
So is there anything i can do to avoid to build city hubs (or also Monuments), or i can really do nothing?

Anyway, to make a city build nothing, single-click on the city status/name bar thingy from the main game screen, then single-click on the name of the currently produced object to cancel it. Your city will do nothing until told otherwise.

Every monuments give you +3 culture, -1 gold, i have already built 5 settlements; at emperor in which you will soon pay unit mainteinance, monuments can really make the difference for your economy.

Edit: i confused them with Obelisks!
 
About my culturally captured Grigori city which unfortunately become a full city is there anything i can do to make it a settlement?
BTW Dawn of Man text is a bit confusing on Kuriotates it said that captured cities become Settlements!
 
I dont know of any way to make a full city revert back into a Settlement.

Dawn of Man text mentions that because it is expected that you will build your (1-5) Supercity(ies) yourself, and thusly whenever you capture someone else's, it will be a settlement.
 
Perhaps it's a bug?If it isn't why ever capturing with units a city it becomes a settlement, capturing it by cultural means it becomes a full city?
 
Actually, it isnt a bug. It's only dependent on the number of cities you already have. In one of my first fire games I played as Kuriotates and took over an enemy's capital as my third (And final) city. I mean, took it over militarily.

Seems to me the issue is more that there is no pop-up asking whether you want a city or settlement when taking a city as opposed to building one.
 
I think the pop up was removed one time because it was causing out of sync errors on multiplayer. Or does that only apply to settling cities and only in multiplayer?
