This could be a modern-age wonder(which affects all civs), or something voted on like the council stuff in SMAC.
Simply, it would lower production by a factor of 0.5 in all cities, but limit pollution to 4 units per city. The tech "clean automobiles" would lower the limit to 2 units, the tech "Recycling" would lower it to 1, and lower the penalty to 0.25, and the tech "Efficient Production Methods" could lower the penalty to 0.
 
But why would I build the wonder if it affects all civs?
 
This should not be a wonder, it should be a multi party international treaty to lower pollution level.
 
Yeah. We should have the UN be like the planetary council in SMAC and be able to vote on stuff like this.
 
In real life, the Statue of Zues did not spit out Ancient Cavalry, nor did Magallen's Voyage incresed ship's movement by 1. Nor did Smith's Trading Company eliminated the upkeep cost for all trade improvement in the country.
Talking about realism, nothing is really realistic in the game. It is a game, not a exact simulation for the world. If it is to be realistic, you would not be a leader of a nation but the citizen that worked in the field.
 
The Kyoto accord should allow the UN builder Civ to defy international law without penalties, whether it be pollution cleanup, international law or invading foreign countries for strategic resources (oil, for example). Now *that's* sarcasm
 
Why would they add a treaty option in CIV representing a stupid idea that no one believes in but only proposed to try to hamstring a certain developed country which said country rejected outright (99-0 Senate vote) because the blatant power grab was so obvious even Robert Byrd could understand it?

You know, if you guys want to interject your pet politics into a game thread, you could at least try to be subtle about it. ;)

Edit: On second thought, that would make an interesting twist for a great wonder. It's one that harms the builder and helps everyone else indirectly by bringing the builder down a notch or three. As a side benefit, the other CIVs say nice things about the builder while stabbing him in the back. :rolleyes:

I don't know what you meant by hamstringing developing countries. The Kyoto Accord, if I remembered correctly, did not require the developing countries to cut down on greeenhouse gas emission. That's one reason why the US gov. rejected it.
 
i had this idea when i was playing civ2,pissed me off that i planted trees,kept my industry clean and even built the sun power plants to reduce pollution and global warming and the other idiots civs messed the planet up...

maybe a wonder that makes the other civs lower pollution,or as a diplomacy option,something like,stop polluting or ill come over there and beat your ass
