i have 2 computers in my house, and 2 copies of CIV IV can i play with my cousin VS the AI? how do i go about doing this if its possible?

Yes. (as long as they are networked, or both have internet access)

Experiment with the menu accessed by clicking on multiplayer.

the easiest way is just to connect the computers directly to eachother with an ethernet cable, configure a direct link through my connections. when this is working correctly it should just be a matter of going to the multiplayer section of civ then lan games then one of you hosting then the other connecting to this.

O.K. it can be done. Let's imagine another situation. I have a router at home. Two computers are connected to
the router. How can we play in this case?
Is not it LAN?

All modern routes autatically make LAN. You just plug both computers to the router, then play :).

Is it possible for two people on a LAN to run only one copy of civ iv and play at the same time?

I just bought Civ IV and would like to play with my housemate over our wireless network. Is this possible with only one copy of the game? We have one desktop computer and two laptops- is it possible to use one playdisk?
